To me, the first part is about gossip and bullying. The last line… well, I think the rust is resistance to change, and change brings the disquiet.

The experience is more important than the chatter, but can be disquieting. And yet the tractor rusting in the field with growth all around it speaks of a long breath of life on earth. The second time I looked at the post and read the haiku, it appealed to me more than the first time.
